Queens did have a tendency to lie to each other, something Oliver had never realized until he returned and had to live his own lie. He knows the lies hurt Thea, and he remembers her saying as much right before the crash. They hadn't really had much time to talk after that, other than saying goodbye.

The Arrow gone on to saved the city and they'd stopped Slade and his army, but Oliver hadn't even known his own sister had been in danger. "I thought you'd left," he tells her, the strength in his voice fading with each word. "I didn't know you were still in Starling, Thea. I would have come for you."
